The earnings formula

gross    = (verified_views / 1000) * platform_rate_per_1000
unlocked = gross >= minimum_payout ? gross : 0
earn     = min(unlocked + (approved ? approval_bonus : 0),
               max_payout_per_video)

A campaign can never overspend. If the remaining budget is lower than a calculated payout, only the remaining budget is paid and the campaign is marked “Budget exhausted.”
